TWIN OAKS SEWER LATERAL PROGRAM
The City of Twin Oaks offers residents a Sewer Lateral Repair Program, which works as a reimbursement program to residents/owners in order to help defray the cost of repairing collapsed sewer laterals between the house and the main. This is how the program works:
If you think you have a collapsed pipe, contact the plumber of your choice and have him cable and televise the line at your expense. Once you have received a video from your contractor, contact the City Administrator at 636-225-7873. An appointment will be made to review the tape to verify eligibility of the program. Tree roots are not covered under this program. If eligible, the resident hires a contractor to do the repair and then pays for the repair in full. Copies of the actual bill and receipt of payment are then sent to the City Office at 1393 Big Bend Road, Suite F, Twin Oaks, MO 63021 and reimbursement of up to $2,000 (this reimbursement cap is set by ordinance by the Board of Aldermen and can be changed based on the funds available) will be sent to the resident/owner, along with their submitted video and paperwork, during the next check processing period.
ABOUT THE PROGRAM
In November, 2000, residents voted to approve paying $28.00 annually to establish a sewer lateral repair program within the community. The Sewer Lateral Repair Program began officially on February 17, 2001 and was designed to reimburse a homeowner towards the expense involved in repairing broken residential sewer laterals from the sewer main to the house. All residential and condominium units are covered under this program.
The fees, which generate about $4,928.00 per year, will be collected through St. Louis County beginning in November 2015. This fee is used entirely for the Sewer Lateral Repair Program and cannot be used for any other purpose.
The Program reimburses point-of-break repairs, which means that only the portion of the pipe that is defective is repaired. The City will reimburse diagnostic and repair charges of up to a maximum of $2,000 per repair of an eligible sewer lateral. All other charges for a single repair are the responsibility of the homeowner of the covered sewer lateral repair and are expected to be paid at the time the lateral is repaired so that reimbursement funds can be granted.
With a cap of $2,000, we can hopefully handle a minimum of 2 repairs per year. The Board does have the ability to go back to the voters to request an increase in the fee for up to $50.00 per household per year, which is the current maximum fee allowed by State law. The Board has approved changing this program to a reimbursement program with a “cap” of $2,000 in order to avoid having to request a larger fee in the future from our residents.
